Mr Botkosal Watt is Director of Administration Division of the Mekong River Commission (MRC) Secretariat.

Mr Watt is responsible for the overall management of the operations of administrative services, information systems and technology, financial transactions and human resources. He is a lead figure in ensuring efficient, effective and accountable MRC’s operations.

Prior to joining the MRC Secretariat, he served at the Cambodian National Mekong Committee (CNMC) over the last 20 years, in areas such as gender mainstreaming, Integrated Water Resources Management (IWRM) and river basin planning and development; financial management; procurement; project/programm coordination; river basin development; transboundary water cooperation; water/hydro diplomacy; and the World Bank-funded IWRM project management.

He is a former Deputy Secretary General of the CNMC Secretariat who participated actively in the MRC’s governance body and gained deep understanding of MRC operations. Internationally, he contributed to the Global Water Partnership (GWP), serving as Chair of the Cambodia GWP from 2009 to 2015 and Southeast Asia GWP Chair from 2016 to 2019.

Mr Watt has authored a number of academic articles and working papers to his names on topics such as water diplomacy, transboundary water cooperation, and river basin organization.

At the Royal Academy of Cambodia, Mr Watt is a PhD candidate. His two Master's degrees are in Forest Science from the Technical University of Wood Technology and Forestry in Zvolen, Slovakia, and in Human Resources Management from the Asian Institute of Technology in Thailand.
